Designed by Raoul Mesnier, the Elevador de São Sebastião was similar to the cable car systems used in Elevador da Estrela and Elevador da Graça.

It was built by two public transport concessionaires, the Companhia Urbana de Viação a Vapor (founded in 1888) and the Companhia Funicular Portuguesa (founded in 1896). Both merged and completed the construction of the line as Companhia Urbana de Viação a Vapor. The construction was suspended for a long time causing materials to pile up on Rua de Santa Marta. The construction contractor was engineer Fernando Augusto Kuckenbuck de Figueiredo. Companhia de Viação Funicular was formed to operate the line with concession rights for the next twenty years.

The line was inaugurated on 15th January 1899, with spectacular festivities at the upper terminus of the line near Largo de São Sebastião da Pedreira. The lower terminus of the line was located at Largo de São Domingos next to Teatro D. Maria II, not far from Praça Dom Pedro IV, one of the central squares in moder day Lisbon.

From Largo de São Domingos the route went along Rua das Portas de Santo Antão, passing the lower terminus of Ascensor do Lavra, Rua de São José, Rua de Santa Marta, Largo de Andaluz, passing Avenida Fontes Pereira de Melo under the Andaluz viaduct and finally along Rua de São Sebastião da Pedreira reaching Largo de São Sebastião da Pedreira.

Almost no documentations about this line have survived till this day. The length of the line was almost 3 kilometers using cable traction between 900mm gauge tracks all embeded in the public road. The machinery and boilers of this line were located on Estrada de Palhavã (today Rua Doutor Nicolau de Bettencourt) not far from the Portas do Rego station of the Larmanjat monorail railway system. The line had four Farcott Corlisse steam engines, with a power of 50 hp and four Tem Prvinck tubular boilers.

As per descriptions available the rolling stock of this line was the same as for Elevador da Estrela and Elevador da Graça - 2-axle open and closed cars made by Maschinenfabrik Esslingen, with seats for 24 passangers. Equiped with manual brakes and petroleum lights.

The line was short-lived and was closed in 1901, only two years after operation. The line was never fully taken over by Carris trams, only small segments seem to overlap with later tram network expansions.
