A slightly imprecise wording in English version at least. The bus Line 1 always existed in its present form. The trolleybus Line 4 was a short version of it within the wired segment of the route. So that shortlined service has been suspended. I would assume this was done due to low ridership, unless there is an in increase in service on the Line 1 for some reason.
